Lowry Assumption, LLC is initiating a Five Year Review as part of their obligations to the Air Force under privatization of the former Lowry Air Force base.  They are performing a review of the completed environmental remedial actions (where pollutants may still exist) at the former Lowry AFB.

THE AIR FORCE CIVIL ENGINEER CENTER IS CONDUCTING A FIVE-YEAR REVIEW AT THE FORMER LOWRY AIR FORCE BASE, DENVER AND AURORA, COLORADO, APRIL 2018. 

On behalf of the Air Force Civil Engineer Center (AFCEC), Lowry Assumption, LLC (LAC) conducted the second Five-Year Review of environmental remedies that have been implemented at the former Lowry Air Force Base in 2013. Under an Agreement between LAC and AFCEC with oversight from the U.S. Environmental Protection Agency Region 8, a review of long-term remedial activities is required every five years to ensure continued protection of human health and the environment. 

Five-year reviews are conducted for sites where the remedial action is complete, but where hazardous substances, pollutants or contaminants remain at the site above levels that would allow unlimited use and unrestricted exposure; or for sites at which the remedy, upon completion, is not expected to leave hazardous substances on site above levels that allow for unrestricted use but require five or more years to complete. This review provides an assessment of the implementation and performance of a remedy in order to determine if the remedy is or will be protective of human health and the environment. 

Remedies implemented at Lowry include: 

Landfill Zone Operable Unit 2 – reconstructed landfill cover and run-on/run-off controls, implemented long-term post-closure monitoring of soil gas, surface water, and groundwater; placed restrictive use environmental covenant. 

Basewide Groundwater (Operable Unit 5) – conducted aggressive in situ chemical oxidation of groundwater plumes to eliminate contaminant mass; placed restrictive use environmental covenants in on-base areas; promulgated site-specific standards protective of residential uses. 

The third Five Year Review is now being prepared by LAC on behalf of the AFCEC. The Five-Year Review will be available for review in early 2019 on the Air Force administrative record:
